Will the City pay or private donations like Kenwood Investments?

The impact study to evaluate the impact of the proposed ballot initiative from Preserve Sonoma to stop all development for hotels exceeding 25 rooms when the overall occupancy rate falls below 80% is estimated at $17,500.  Just this past Monday night City Council ordered the expenditure for the study.  However some question its relevance since the measure will almost certainly go to full vote by the City of Sonoma anyway, and the quality since it will be a "rush job" is questionable with many saying it will be nothing more than opinion.

Many are starting to speculate that Kenwood Investments may step up and pay the expense of at least the impact report and some are wondering if the company led by local developer Darius Anderson might even front the costs of the entire election combined estimated costs approximately $50,000.

Research is being done to see if these private donations are feasible and permissible and if so what is required to be disclosed on identity of any donors.

But if Kenwood Investments, the company proposing Chateau Sonoma/Jack London Hotel/Sonoma Hotel Project on behalf of Darius Anderson, pays for the impact study wouldn't that be a huge conflict of interest?

That's why it makes sense that Barbose and Gallian said let them pay for their own study !

But thats like letting a borrower for a big bank construction loan go get the appraisal report and say....oh yeah sure its worth $XXX. If Kenwood Investments pays the bill, they could strong arm the vendor/consultant to say whatever they want the report to say and it lose its independence.
