4) Anticipated Litigation, Conference. One potential case involving the claims of the County of Sonoma that the County’s cities are liable for the costs of closing and monitoring the closure of the County’s

Approval of the Minutes of the July 6 and July 18, 2011 City Council Meetings. Staff Recommendation: Approve the minutes.

Request by Valley of The Moon Vintage Festival for City-subsidized use of the on September 25, 2011. Staff Recommendation: Approve the request subject to applicant’s compliance with the City’s standard insurance requirements.

Request by Valley of The Moon Amateur Radio Club for City-subsidized use of the on April 28, 2012. Staff Recommendation: Approve the request subject to applicant’s compliance with the City’s standard insurance requirements.

Request by Rotary Club of Sonoma Valley for City-subsidized use of the on August 26, 2011. Staff Recommendation: Approve the request subject to applicant’s compliance with the City’s standard insurance requirements.

Request by Children’s Medical Aid Foundation for City-subsidized use of the on September 10, 2011. Staff Recommendation: Approve the request subject to applicant’s compliance with the City’s standard insurance requirements.

Approval of relocation agreement with Wilson Trood to vacate property at 289 First Street East, the Maysonnave Cottage. Staff Recommendation: Approve agreement and authorize City Manager to execute the agreement.

Resolution Establishing an Appropriations Limit for FY 2011-12 Pursuant to Article XIIIB of the California Constitution as Amended by Proposition 111. Staff Recommendation: Adopt resolution establishing the Appropriation Limit for FY 2011-12.

Approval of Medical Director Agreement for required oversight of medications acquired for the treatment of patients by the Sonoma Valley Fire and Rescue Authority (SVFRA) Emergency Medical Service. Staff Recommendation: Authorize the City Manager to execute the agreement subject to the contractor meeting the City’s standard terms and conditions for insurance.

Discussion, consideration and possible action regarding City options for retaining the or dissolving redevelopment authority under State Legislation AB1X 26 and AB1X 27, including possible adoption of urgency ordinance and possible introduction and first reading of a regular ordinance determining the City will comply with the Voluntary Alternative Redevelopment Program pursuant to Part 1.9 of Division
24 of the California Health and Safety Code in order to permit the continued existence and operation of the Sonoma Community Development Agency. (City Manager/Assistant City Manager)
Staff Recommendation: Discuss and consider alternatives, and adopt urgency ordinance opting into the voluntary alternative redevelopment program (requires a four- fifths vote) and hold first reading and introduction of regular ordinance.

Discussion, consideration, and possible action regarding options under
consideration by the Sonoma County Waste Management Agency for a county- wide ban on “carry-out” plastic bags. (Planning Director) Staff Recommendation: Receive presentation, and provide feedback as to Council’s preferences regarding a potential ban.

Discussion, consideration and possible action regarding holding a City Council study session on revenue generation, requested by Mayor Gallian. (Assistant City Manager) Staff Recommendation: Council discretion.

Discussion, consideration and possible action regarding holding a City Council study session on pension reform, requested by Mayor Gallian. (City Manager) Staff Recommendation: Council discretion.

Discussion, consideration, and possible action regarding a request for City financial assistance to the “” a fundraising event, requested by Councilmember Brown. (City Manager) Staff Recommendation: Council discretion.

Discussion, consideration and possible action regarding designation of the voting delegate and alternate for the 2011 League of California Cities Annual Conference. (City Manager) Staff Recommendation: Designate a Voting Delegate and up to two Alternates.
