Discussion, consideration, and possible second reading and adoption of ordinance by City Council determining the City will comply with the “Voluntary Alternative Redevelopment Program” pursuant to Part 1.9 of Division 24 of the California Health and Safety Code in order to permit the continued existence and
operation of the Sonoma Community Development Agency. (City Manager/Asst. City Manager)

Staff Recommendation: Hold second reading and adopt ordinance in order for the ordinance to become effective by October 1, 2011.

Negotiating Parties: Foothill Partners. Under Negotiation: Price and terms of
payment. Pursuant to Government Code §54956.8.

CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION. Significant
exposure to litigation pursuant to Cal. Gov’t Code section 54956.9(b): One potential
case involving the claims of the County of Sonoma that the County’s cities are liable for
the costs of closing and monitoring the closure of the County’s central landfill.
